Rear Adm. Lore Aguayo is elevated to commander of the U.S. Naval Facilities Engineering Systems Command Atlantic region based in Norfolk, Va. F

Formerly NAVFAC chief of staff in Washington, DC, Aguayo also now is U.S. Fleet Forces Civil Engineer. She also had been NAVFAC commanding officer in Naples, Italy, and led its naval construction regiment in Gulfport, Miss. She holds an MS degree in civil engineering from Stanford University.

NAVFAC Atlantic provides construction services to US Navy and Marine Corps facilities for a region covering the entire eastern seaboard as well as orward deployed sites within the U.S. European Command, U.S. Africa Command and U.S. Central Command. NAVFAC says the command executed $7.6 billion of work in fiscal 2020, what it describes as "the largest volume of work this century."

She succeeds Rear Adm. Dean A. VanderLey, who now heads NAVFAC's Pacific command in Pearl Harbor, Hawaii.

Matrix Solutions,  a Calgary, Alberta-based environmental services and engineering firm, named industry veteran Matthew Sutton as president and CEO.

His past executive roles include serving as president of the environment and nuclear management unit at CH2M, now part of Jacobs; as CEO of AECOM’s global environmental engineering services business; and as North America operations director and executive vice president at Arcadis.

Most recently, he was senior vice president at ehsAI, an environmental-compliance and artificial-intelligence startup in Vancouver, B.C.

POWER Engineers Inc., Hailey, Idaho, has elevated Jim Haynes to president and CEO. He had been executive vice president and chief administrative officer (CAO) and previously served as manager of the firm’s facilities division. Haynes succeeds Bret Moffett, who led POWER since 2016 and has left the firm to pursue other opportunities, it confirms. The company ranks at No. 33 on ENR’s Top 500 Design Firms list.

John Howanitz  has been promoted to president of Bechtel’s nuclear, security and environmental business, effective Sept. 1.  He was unit senior vice president and general manager for nuclear security & operations. Howanitz will succeed Barbara Rusinko, who is set to retire from the Reston, Va., contractor in October after nearly 40 years there.

Gary C. Thomas, former president and executive director of Dallas Area Rapid Transit (DART), has joined Jacobs as U.S. transit market leader based in that city.  He also is a past chair of the American Public Transportation Association and of the South West Transit Association.

Otto Construction, Sacramento, has elevated Executive Vice President Allison Otto to president and CEO. She is the third generation of family leadership at the commercial building contractor, which has 150 employees and notes current revenue of about $190 million. Otto, who succeeds the retiring Carl Barrett, joined the firm in 2000.
